Ukraine Residential Energy Efficiency Financing Facility (UREEFF)


Description

EBRD is implementing a residential framework (Ukrainian Residential Energy Efficiency Financing Facility, ‘UREEFF’) in cooperation with the Ukrainian Government and selected Participating Financial Institutions (PFIs). By bundling technical assistance, financial incentives to end-users and medium-term funding/risk participation into a ‘one-stop-shop’, UREEFF is the second dedicated instrument to support investments in residential energy efficiency throughout the country.

Qualifying PFIs in Ukraine lend to eligible private sector sub-borrowers for sustainable energy investments in the residential sector for financing energy efficiency refurbishment, component replacement or installation of eligible measures in residential properties which are envisaged to be sub-project eligibility criteria set forth in below. Eligible sub-borrowers are envisaged to be individuals, households or groups of individuals and households registered under the laws of Ukraine as residents or owners in the properties for which they intend to perform eligible Sub-projects. Associations/condominiums of apartment owners formally registered under the laws of Ukraine as well as housing management companies, ESCOs and any other commercial construction services providers, licensed for provision of construction and installation services according to Ukrainian corporate regulations which are undertaking implementation of eligible measures are envisaged to also be eligible for financing on a pilot basis.

The overall objective of the Project is to achieve the maximum possible short-term energy efficiency improvement. The Project would result in significant cost-savings for both the Company and the end-consumers.

IQ energy Programme, together with other international Donor organisations and the State Agency for Energy Efficiency, co-sponsored several national events with EE agenda, such as participation in Exhibition and Forum Independent Heat Supply, 3rd EE Partnership Forum. With its emphasis on supporting only high performing equipment and materials and rigorous verification procedures, IQ energy demonstrates an efficient and effective EE programme for all stake-holders.
